AMELIA (Mobility and Environmental Mapping for Territorial Planning) is a decision-making tool that incorporates frugal and explainable artificial intelligence (AI). It predicts health and environmental impacts through dynamic mapping of mobility and the environment, supporting local authorities in sustainable territorial planning and strategies.
AMELIA, created by a public-private consortium led by Waltr and supported by the France 2030 plan, aims to demonstrate the potential of frugal AI in ecological territorial planning. Based on the fusion of environmental, socio-economic, and spatial data, the tool provides dynamic mapping of mobility and pollution (air and noise) as well as their health impacts on a local scale. Deployed in the Paris Est Marne & Bois region, it helps elected officials identify priorities for action, measure the impact of their public policies, and strengthen consistency between climate-air-energy plans (PCAET) and noise prevention plans (PPBE). Thanks to explainable and reproducible AI, AMELIA promotes decision-making based on shared data, transparency towards citizens, and the pooling of practices between local authorities.
